International nuclear risk mitigation is funded quite arbitrarily. Among non-nuclear nations that create little or no nuclear risk, demands that they increase their funding for nuclear risk mitigation efforts exacerbate a sense of injustice surrounding what they already see as a discriminatory nuclear regime. In this presentation, Lyndon will outline his proposal for an equitable ‘nuclear user pays’ risk model, which would see countries contribute financially to international efforts to mitigate nuclear risks at a level relative to the degree of nuclear risks each country created.
