The Prize was established in 2006 by Hill Young Cooper. Hill Young Cooper Ltd is a New Zealand based consultancy that specialises in resource management, urban planning and public policy development, particularly related to strategic, infrastructure and urban growth and intensification projects.

The main purpose of the Prize is to reward the student who produces the best work on policy pertaining to Part IV of the Bachelor of Urban Planning (Honours) Degree or Year II of the Master of Urban Planning (Professional) Degree.
