Investing in a plan

In 2007, the Government introduced a new tertiary education planning and funding system for 2008 known as ‘Investing in a Plan’.

The Education (Tertiary Reforms) Amendment Act, which came into effect on 1 January 2008, provides the legislative framework for the tertiary education reforms.

The University’s agreement with the Government had previously been articulated in the Charter and Profile documents. The Amendment Act replaces these with an Investment Plan which tertiary education institutions negotiate with the Tertiary Education Commission (TEC). The Plan sets out activities and funding for the next three years.

The Plan

The Plan presents a summary of the University’s planning context, planned activities and performance commitments.

The planning context addresses the Government’s priorities as set out in the Tertiary Education Strategy; the University’s mission, role and function as it relates to its intended outcomes, including those related to educational performance; the needs and priorities of students and other stakeholders; and key initiatives and changes to the University’s core activities.

Planned activities includes information on planned delivery of programmes and activities funded by the TEC.

Key performance indicators to measure achievement of intended outcomes are also included in the Plan.
