Introduction
This plan is closely aligned to the Government’s Fuel Response Plan [PDF].

Phase 1: Watchful
What’s happening
The fuel market is operating effectively and fuel is available nationwide. However, prices are rising due to global market changes.
What the University will do
- Operate as normal, aligned with Government guidance
- Keep campuses open and maintain teaching, research, and services as usual
- Encourage flexible working where already agreed
- Monitor fuel conditions and prepare for possible escalation
What staff and students can do
- Continue working and studying as usual
- Be mindful of fuel costs and limit non‑essential travel
- Consider simple contingencies for your role
- Talk with your manager if issues arise and use support services if needed
Phase 2: Precautionary
What’s happening
The market continues to operate effectively and fuel is available nationwide, but there are signs of significant supply disruptions.
What the University will do
- Keep campuses open and continue teaching, research, and services
- Strengthen contingency plans for critical activities
- Support additional short term flexibility where needed
- Limit work travel to essential travel only
- Actively manage fuel related cost and supply risks
What staff and students can do
- Reduce travel where possible and use alternatives
- Review business continuity plans for your area or role
- Escalate supplier cost or fuel issues early
- Stay connected with your manager and prioritise wellbeing
Phase 3: Managed
What’s happening
Supply is tighter and the Government is making sure fuel gets where it is needed most. This phase uses Government powers, implemented by industry, to protect critical services.
What the University will do/What staff and students can do
This part of the University fuel response plan is currently under development.
Phase 4: Protected
What’s happening
There is a bigger or sustained supply disruption, and there are formal rules to ensure fuel is distributed fairly. This phase is about protecting critical services.
