  • Submission 2026-4 Data and Statistics (Census) Amendment Bill. Size: 780.5 kB. Type: PDF.

    Document Description: PIE research associate Len Cook, previously Government Statistician for NZ (1992-2000) and UK (2000-2005) strongly recommends to the Justice Committee that a) it uses its own powers to commission an independent expert review of the Administrative Data First model and consequent cessation of the periodic Census of Population and Dwellings; and b) that it seeks advice from those affected by the Bill, including local and central government and the community, that may not have understood the extent of the proposed changes. Finally, he recommends the Minister of Statistics be asked to request the Government Statistician to begin preparations for a Census of Population and Dwellings in October 2028.

    Document Description: Dr M.Claire Dale opposes this Bill: it disempowers people and puts the environment, including our lands and oceans and all that lives in or on them, at risk. A new Government Policy Statement (GPS) can be issued by the Minister for Infrastructure to specify policies about the ‘regional or national benefits’ of certain types of projects. This gives the Minister an opportunity to dictate that certain projects have regional or national benefits, which removes testing of a project’s benefits by submitters and independent expert panels.
